The financial cooperation (FC) module of the Lao-German Protection through Avoided Deforestation Project is funded by the German Government through KfW, and is implemented by the Department of Forestry in close collaboration with various partners and stakeholders.
The overall goal of the entire CliPAD programme is to support Lao PDR on forest and climate protection by reducing emissions from deforestation and forest degradation (REDD). The objective of the FC module is to demonstrate the technical and economical feasibility of pro-poor REDD approaches in National Protected Areas in Laos. The national protected areas Nam Poui and Nam Et Phoui Loei are selected as priority demonstration areas for the programme.
The key concept of the FC module is to complete the full REDD cycle, thereby achieving the specific FC module objectives, divided into three main components:
1. To reduce emissions from deforestation and forest degradation in the Nam Poui and Nam Et Phou Loei national protected areas,
2. Measure, report and verify emission reductions in Nam Poui and Nam Et Phou Loei according to international carbon market standards, and
3. Establish REDD financial mechanisms at the national level to reward emissions reductions.
Consulting services for this seven-year project, which is anticipated to end in 2018, are provided by German GFA Consulting Group GmbH in association with Indufor Oy.
